Twenty nine hospitals in mainland China were blacklisted after an undercover operation of local authorities unveiled that they didn't control smoking on the premises.
Shanghai - Around 400 medical facilities in Shanghai, Chongming and Qingpu were visited by local undercover authorities in an attempt to crack down illegal smoking inside health institutions. Twenty nine out of the 400 have been since blacklisted for lack of control of smokers within their facilities. In China, smoking is banned in workplaces, public venues and public transportation, but this ban has stayed in paper ever since China signed the 2005 requirements of the World Health Organization Framework Convention on Tobacco Control. Smoking in restaurants, bars, offices, and public venues including hospitals and airports in China is officially banned but commonly allowed. According to the official state agency, Xinhua news, venue owners find it hard to enforce anti-smoking regulations, since people have no precedent, information or incentive to stop smoking.
We no longer provide ash trays in hotel rooms but often end up with holes burnt in the carpet by discarded cigarette butts, said a manager surnamed Sun, who works at the downtown Madieer Hotel.Shanghai authorities have faulted the hospitals that lacked no-smoking signs, and that didn't have staff to deal with people smoking on the premises. Three of the leading maternity hospitals in Shanghai, as well as a leading pediatric institution were blacklisted, among others. In the blacklisted hospitals, patients’ families were found smoking outside surgery rooms and staff smoking in their offices, among other offences. According to The Scotsman,
